RIASSUNTO
ABSTRACT:
The purpose of this study is to establish the coastal vulnerability index (CVI) of Taiwan coastal area by use of the International Strategy for Disaster Reduction (ISDR) proposed the concept of disaster risk assessment. The vulnerability parameters including of natural environment, life and property and public facilities discussed and evaluated. The CVI could analyze the vulnerable distribution with national and village scales and provide precise values to verify the vulnerability in Taiwan’s coast. Besides, the geographic information system software ArcView9.2 and spatial analysis adopted and applied to make five levels to classification coastal vulnerability rank and disaster information overlay coastal disaster history and coastal vulnerability map. In addition, coastal disaster data and vulnerable maps were overlapped to verify the spatial relationship. Finally, coastal risk map obtained by application of the risk matrix that performing the disaster distribution and respected damage based on vulnerability analytic method.
INTRODUCTION
In recent years, the extreme climate condition has been caused serious disasters on coastal areas, the research report of National Communication of the Republic of China, Intergovernmental Panel on Climate Change(IPCC) and United National Environment Programme (UNEP) indicate that coast and islands will be the affects mainly areas. In fact, flood disaster and drought are threatening the living environments around Taiwan. In addition, the phenomenon of land submergence, coastal erosion, and coastal line backlash caused by sea level rising under climate change condition will be the important issue in Taiwan’s future. Extreme climate has caused serious disasters in many places on earth. The reports of United Nations Framework Convention on Climate Change (UNFCCC), Intergovermental Panel on Climate Change (IPCC), and United Nations Environment Programme (UNEP) indicate that coasts and islands will be the most serious damages areas such as submerged coastal land, coastal erosion and shoreline retreat under the trends of climate change.
