Summary
The Global Memorandum of Understanding (GMOU) process was started in 2005 byChevron Nigeria Limited (Chevron) as a significant departure from prioroperating experience in the Niger Delta. Previously, the company's communityrelations effort primarily targeted ""host communities"" and involved relativelylarge, signature projects such as schools and hospital buildings. Seriousconflict between ""have"" and ""have-not"" communities, and between communities andthe company, had been escalating for years. The new approach, based on acommunity-driven development model, was intended to deliver equitable andsustainable social investments, build capacity in civil society and promotepeace and security. This paper will describe the model, as well as programs fortraining and capacity building, governance, planning, and field research.
