RIASSUNTO
The Arctic energy in Russian Federation is developing in two directions. Building up the means of ""big"" and ""small"" energy. The main sources for ""big"" energy complexes, serving the needs of large industrial centres, are hydroelectric power, hydrocarbon stuff and nuclear power. The principal task of ""small"" energy system is to satisfy the local consumers remoted from the centralised energy networks. The units of ""small"" energy basically use hydroelectric power, coal, black oil. The construction of Kislogoubskaya flow electric power station was the beginning of practical use of alternative renewable energy sources in the Arctic and the North. These regions concentrate a considerable amount of alternative energy (wind, ebb and flow energy). INTRODUCTION The creation of energy basis is a decisive factor for the developing of the Arctic regions. The level of energy development determines not only the industrial and territorial efficiency, but, first of all, the possibility of utilization of natural resources. Territorial disconnection of the developed arctic industrial areas, the difference in the fuel and energy supply determine the specific trends in the building up of energy system based on the combination of the ""big"" and ""small"" energy. The Arctic ""big"" energy is represented by such powerful energy complexes as Kureiskaya, Vilouiskaya, Mamackanskaya hydroelectric power stations, nuclear power station on the Kola peninsula, nuclear thermoelectric power station in the village Bilibino in Chouckotka, floating hydroelectric power ststions ""Nothern Lights"" and by other power resources. An important programe on the construction of high-voltage and distributive networks was realised. A considerable work is being done for the development of the centralised system of heat supply. The units of the ""small"" energy system are dispersed over the whole territory of the Russian Arctic. Their main task is to satisfy the needs of the local consumers. The power of these units don''t exceed of our estimate on the average 300-500 kw.
