the present study mainly did an analysis on the development strategy of ice and snow sports tour. Based on the characteristics of the resources in Xinjiang, the present argues that the state of being "three classifications and four regions have been built with the characteristics of being close to the suburban area, changeable time, the imbalanced distribution of guests sources. Meanwhile, the present study has analyzed some main factors that may influence the development of Xinjiang ice and snow sports tour and finally points out the strategy of Urumqi Ice and snow tour development. Up to now, the statistics shows that there are altogether 570.000 tourists in the 22 skiing resort in Urumqi, with almost 30,000,000 RMB per year. Recently, silk road ice and snow festival has been held in Xinjiang for altogether 5 times, which bring Xinjiang's ice and snow tour to the whole country. With the promotion of the silk road ice and snow festival, some promotion activities in large scales have been held in Urumqi. Until now, the conditions of the skiing resorts have been improved a lot. The city of Urumqi has rich ice and snow tour resources in winter, which have strong local ethnic features. In addition, Urumqi is surrounded by mountains in three parts, which may provide good natural skiing resort for the development of winter tourism. According to the analysis to some main scenic spots, at present, there has been a winter skiing tourist market of around 1,000,000 people per year, with a increasing rate of 20%. Obviously, winter ice and snow tourism has been a new economic increasing point of Urumqi tourism economy, which will attract more tourists in China and abroad.
