By this means, the water level can be controlled to a drying state, in which the organisms to be cultured (8) on the culturing shelves (10) are exposed from the water surface, and a submerged state, in which the organisms to be cultured (8) are submerged in water, and by optimizing the water level for survival and growth of the organisms to be cultured (8), culturing time can be shortened and depletion during periods with high water temperatures can be suppressed.
